Exchange for EU and EEA drivers<\/h2>
  • If your license was issued by an EU or EEA country, you must register your residence with the ITM within 60 days of your arrival in Portugal (free registration). To change your license for a Portuguese one, your doctor sends the electronic medical report to the ITM and you make the request on the portal \"A Minha Carta de Condu\u00e7\u00e3o\".<\/li>
  • You must attach: identity card, proof of residence issued by the Municipal Chamber (if you do not have a citizen card), certification of fiscal domicile.
    (if your address is not on the residence document), passport when applicable, original license and psychological certificate for categories C, D or E.<\/li>
  • After sending the request, you will be able to indicate an address to receive the new license and the ITM will summon you to finalize the process. The cost is 30\u00a0\u20ac<\/strong> with 10 % discount<\/strong> if you process it online.<\/li><\/ul><\/article>

    Driving charters of OECD and CPLP countries<\/h2>

    Conditions for driving without immediate redemption<\/h3>
    • The issuing country is a signatory to the Geneva (1949) or Vienna (1968) Conventions or has a bilateral agreement with Portugal.<\/li>
    • The permit is less than 15 years<\/strong> since its issuance or last renewal.<\/li>
    • The holder is a minor 60 years<\/strong>.<\/li>
    • The license is valid and the driver meets the minimum age required in Portugal.<\/li>
    • The license is neither suspended nor revoked.<\/li>
    • If you meet all the conditions, you can continue to drive in Portugal even after taking up residence.<\/li><\/ul><\/article>

      Exchange procedure<\/h3>

      When you decide to exchange your license for a Portuguese one: obtain the medical certificate (electronic delivery), register in \"A Minha Carta de Condu\u00e7\u00e3o\" and submit the documentation.
      In addition, it provides a certificate of authenticity<\/strong> license, issued by the issuing authority or consulate, indicating which categories you obtained by exam
      and which ones by equivalence. Includes legalized translation if the permit is not in Portuguese, French, English or Spanish. Cost: 30\u00a0\u20ac<\/strong> with
      10 % online discount<\/strong>. This regime only entitles to drive in Portugal; for new categories or averbamentos (e.g., TVDE) it requires full exchange.<\/p><\/article><\/div>

      Driving period and legal deadlines<\/h3>
      • As a tourist: you can drive 185 days<\/strong> from the day following your entry into the country, provided that you do not establish residence.<\/li>
      • With residence: up to 90 days<\/strong> you can continue to drive with your foreign license, but you must initiate the exchange.<\/li>
      • Enter 90 days and 2 years<\/strong>You can apply for an exchange, but you can no longer drive with your foreign license.<\/li>
      • After 2 years<\/strong>You cannot drive and must take a practical driving test to obtain a Portuguese license.<\/li><\/ul><\/article>
